I am currently filling out form IMM1294E and under background information section question #2, it ask:
b) Have you ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country or territory?
c) Have you previously applied to enter or remain in Canada?
A quick background of me. I am applying for a student visa and I have two visa application history; The first one was when I was in high school. My uncle invited me for a tourist visa but my dad didn’t consent for me to travel hence I got refusal. The second was around 2012. My mom applied for a Permanent Residence, and I was an accompanying dependent but that was refused as well due to me being over age.
My question are as follows:

- Have I been refused for a visa two times?
- My friend told me that on the second instance, it doesn’t count as refusal because I was just an accompanying dependent and not the principal applicant? Is she right to say so?
