How many times can SPP visa be issued for the same person

My application for SPP visa was accepted but before my program started I had to come back from Canada because of a family emergency. I have voluntarily got my student visa cancelled, I know plan to go back to Canada in September. Can I again apply for SPP ?

1. Forget about SPP. You aren't eligible under SPP anymore. Apply under a general category (India).
2. There is no way to cancel a study visa, not sure how you did that?
