I think you mean Province...but it would be 600 additional points, however at this point in time it seems to only be for new Provincial nominations, not ones that were obtained last year for example. At least until all of the Provinces have finished integrating with EE.

One more question here, If one get nomination by a province then is it legally binding on him/her to stay and work only in that province for rest of their life or they move on to other province later ?

That would depend on the province PNP program requirements. Usually people who got nominated are those with a job in the province or already have ties with it. So logically they will stay there. (Unless, let say one works in Ottawa and decided to live in Gatineau. Just saying)
