How long will the fee returned?

The former application was rejected because of incomplete documentation. (New application has submitted now.) Do you know long will the former application fee returned?

I have been waiting since first week of January for fees refund. Called CIC they said it takes about 16 weeks.
lets see it's almost 16 weeks
