How long until starting a new TRV application

Does anyone know how long delay is required before one can start a new application ?
our first request unfortunately was trashed by the visa officer---i have to put my wedding ceremony on halt and pay alot of cancellation penalties since my parents visa got rejected

You can apply again immediately.

Make sure that the reasons why the first file was refused are addressed in the second application.
