Hello,

I have come from US to Canada for my PR stamping and have advised to wait here till my PR card is delivered, so that I can use that to legally leave and reenter the country. I initially thought of staying here for a week and going back and have my friend ship the card to me, but they say it is illegal to ship a PR card or carry someone else's PR card across the border.

But I keep hearing that some people come for a week or two for stamping and then leave the country, and then come back permanently. How is that done?

No such thing. You can even turn around and leave immediately.

It is not illegal to have a friend courier your card to you or even to hand carry it to you even though IRCC might discourage it.. You do not need a PR card to leave Canada but if you want to fly back to Canada then you would need the PR card or a PRTD but if land border then a COPR would do .
