How long to PR after transferred to local (LA embassy) ?

How long does it generally take to get visa stamped, after file is transferred to LA embassy ? Please share your experience, if any. I understand that the timeline could vary on individual circumstances, nevertheless would like to have an idea. I am also looking at trackitt.com

Any idea why CIC transfers some cases to local embassies in US - instead of processing them at Buffalo ? Is the rationale to expedite or scrutunize the case ?
