How long processing time for child sponsorship OTTAWA TAKES

My brother's daughter was born in home country,my brother sponsor her in May,2012 and application was approved from CPC and was forwarded to home country CHC.
CHC have sent this application back to Ottawa due to some overflow in applications.
processing time in OTTAWA is 13 months.
My question is,how they consider the processing time,i mean from when they will consider this application processing time?
either from May,2012 or from the time they approved in 1st step?
We are very much worry,please must share your experience.asap....

the processing time starts after step 1. I don't know when you got the sponsorship approval, but you should start counting 13 months from then. However, it might take less than 13 months if it's a straightforward case.
