how long PCC is valid

CIC says PCC must have to issued not more than three month OLD

in that case my PCC issued 28 July 2014 I send my application September 23 , 2014

so now question is until when my PCC is valid

um... 3 months before Sept 23 is June 23... As long as your PCC was not issued before June 23, it is valid.

Note that the rules for PCCs have recently changed; not sure if this rule change would be retroactive, but it likely means that CIC won't ask for a new PCC if it takes more than a year to finalize your application.

Check under "Who needs a police certificate?" section. It says;

For the country you currently live in, the police certificate must be issued no more than six months before you apply.

For countries where you have lived for six months or more, the police certificate must be issued after the last time you lived in that country.

This means that as long as the certificate is issued after you left the country and have not gone back to live there, your certificate will be valid.

Now, this change was updated a month or so ago, so we're not exactly sure if this change applies to older applications. But it really wouldn't make sense for them to ask for a new certificate if you haven't gone back to the country...

Police Certificates and Clearances

You must get a police certificate from each country or territory where you have lived for six or more months in a row since the age of 18. You are strongly encouraged to submit your police certificates with your application to the CIO. If you are unable to obtain all the necessary police certificates, you may still send your application to the CIO without them. However, we strongly recommend that you take steps to obtain your police certificates now to avoid future delays. You must be ready to submit them when requested by an officer.

Note: Police certificates are generally considered to be valid for one year from date of issue; therefore depending on the processing time of your application, you may be requested to submit new certificates.

so if your application finalize before 28 july 2015 that means CIC will not ask new PCC thats what i understand

This used to be one of the requirements for PCC. PCCs needed to have been issued within 3 months before submission of your application, and were considered valid for one year. But as discussed above, this requirement has been changed a month or so ago.

Now, the PCCs need to have been issued within 6 months of application for the country you currently live in (not required if you live in Canada, unless requested later.), OR for the previous countries of residence, they need to be issued after the last date of your residence in each country.
