In AINP application i put Buffalo as my Visa office. But now i think i'll have to move to india (IF..hopefully i get my Nom. cert before moving) Then in this situation how i'll apply to to new delhi office since visa office is buffalo.

When you receive your nomination, AINP communicates to the Buffalo consulate and it is total discretion of Buffalo consulate to transfer your file over to New Delhi in case you are moving back to India.
So, better watch out and do enquire if they will allow this.
