How long it takes to receive my Open Work Permit when applying for PR inside Can

Hi,

I am applying for a permanent residency (common law) and was just wondering how long it takes to receive an open work permit if you are applying for it at the same time. I sent off my application on September 6, 2015 and so far I just know my medical examination has been received. It supposed to happen within 3 months, right?
Does anyone have a similar situation or can help me?

I applied September 2nd, and still waiting. Hoping to get the OWP soon. Called the call center wednesday and they havent made a decision on it yet.

I sent my open work permit process application also in September and in November I got a letter from CIC saying I should have paid one more fee and I needed to reapply for the WP to restaure my status.
Do you guys think it can take 4months since my last application (November) or should happen soon?
