How long is too long?

Hi All,

I had submitted my CEC PR application back in November 2018. The last ADR was back in March 2019, and all formalities etc. are completed from my side. Its almost 16 months, and I'm yet to see any updates from CIC. I had ordered GCMS notes, and I found nothing of concern in them.
I had sent multiple queries to CIC, and always its the same answer that my application is in progress. I understand my application is complex due to my government work experience. But having said that, how long is too long? What should I do next, apart from waiting indefinitely?

Your background check will be much more in depth as an ex-security agent. Very hard to say what is acceptable.
