How long does it take on the airport with the immigration officer?

Hi there,
I will fly to Vancouver and have a temporay work permit what do they have to put in my passport! (Young Professional Visa - IEC)
How long can it take on the airport? hwo much time should I have for connection flights?

I was with immigration 10 minutes, in Toronto, when I came over through IEC. Open work permit placed in my passport!
