How long does ARC takes to process in Kingston visa office

Hi! Every1 I was deported in 2013 Fr. Canada for over staying. My husband has file for me it's now 2016 and they only call me for P records. We have a 3 yrs old son and he just diagnosed with a terminal sickness. Need some advise please.
