If someone has Canadian bachelor degree but has no Canadian or foreign job experience (PGWP has expired as well), how likely is the person to get a work permit?

Do people get sponsored for work permit for a recent grad position?

Extremely unlikely. Even with work experience, it's generally next to impossible to secure a job in Canada as a foreign worker. The vast majority of employers aren't willing to go through the LMIA process.

As said above, extremely unlikely. That would be a serious waste of a 3 year PGWP.
