how far does CIC go back for tax

hi guys,,i am applying under commonlaw but my partner who is the sponsor just filed his tax for 2010 and 2011 and he miss to file his 2008-2009 tax but we are still currently working on it.its just that there are still info that we need from his previous employer that they cant provide to him.

so i guess my questio is-is it okay to go ahead and send the application now even though the Option C print out is missing or eventhough he didnt file his 2008-2009 tax yet.

As long as you are providing one or more of the recommended alternatives to the Option C printout, it should be fine with CIC. How far back you haven't filed your taxes is a question for CRA, not CIC.
