How does PR work for non-accompanying children?

Hi there, these questions came from a friend but I'm not sure of the answer, hopefully you'll be able to help. Thanks in advanced!

Joe is applying for PR alone, his 3 year old son is not accompanying him to Canada, Joe and the mother are separated but they share custody of the son. Joe wants the son to have the opportunity of joining him in Canada with PR in the future. He is aware that he must declare his dependent and that the son will undergo medical examination (the mother is ok with this).

1- IMM008 Generic - asks how many people are included in this application. How many should he write?
(keeping in mind his son will not join him right away)

2- IMM5604 Declaration of non-accompanying Parent/Guardian for Minors immigrating to Canada - should he ask the mother to fill out this form now?

3- If Joe is granted PR, what happens next with the dependent child?

2. No, as the child is not going to Canada at the present time.
3. As long as the child is medically examined, then with permission of the mother, the child can be sponsored up to the age of 19.
