how do you know which visa office is handling my application?

I'm PNP applicant - on CIC stage

After 3 months of silence, I received an Email saying "Application Updated" with nor UCI number.

When I logged in I saw at the "Review of eligibility" changed to "review in progress".

What does it mean?

how come they handling my application and I dd not receive UCI number?

Now, I want to sent my PC records to the VO that handling my application..

how do you know which visa office is handling my application?
