Yes, i've been to:

Citizen and Immigration Canada website. It wont let me post the links tho to cic dot gc dot ca.

I've looked thru the application and its pretty short and a few things confuse me.
Questions:
1. Do you need to be employed by a Canadian company to get a PR card?
2. Will they accept me if i am self-employed?
3. Should I move to Canada first or apply for PR card first?
4. Has anyone EVER gotten a PR card? It seems that you must be a PR to get a PR card, but you cant be a PR without a PR card. its like the chicken and the egg.
5. Do most people who apply for PR card get one? What % of people are denied PR card? Why?
6. Can anyone list PR card requirements? It seems like ANYBODY with a name and a pulse qualifies based on the application.

Thanks.

You need to immigrate, see http://www.cic.gc.ca/english/immigrate/index.asp

If you qualify to immigrate, you can apply for permanent residence. If immigration also agrees that you qualify, you will get a PR visa in your passport. You will then arrive in Canada with the PR visa, sign some forms and then you are officially PR. Then you will get your PR card in the mail.
