I am a permanent resident of Canada, my PR expires next month July 28 2013 and I can't renew my PR since I don't meet the required days to be present here. I can't wait to renew my PR for another 2 years to sponsor my wife. How can I sponsor my wife, what all would I have to do? What all applications would we be needing. We recently married and we don't have children's. My wife is in India and I moved to Canada. We married on December 05 2012 and I moved to Canada on May 21st. Until then we were living together. When would my wife have to do her medical test?? Where can I get the medical form for my wife??

Please Advise!!

The biggest obstacle for you, is becuase you said you didnt live in Canada long enough to be a PR, it will be a problem for you, because to sponsor someone, you need to prove to the government, you and her plan to live in Canada. But from your history, it doesn't seem like you intend to live there permanently

Thanks you so much for your time...
Well actually you see I was doing my Bachelor's Degree program in India which was for 4 complete years. I had to complete that to get a degree. That's the reason I couldn't stay here long enough, But now I moved here completely, after getting a degree. I started working here in Canada. I am going to settle here and not go back to India again. What to do next I am completely confused I don't knwo what to do next.

Please advise!!

If you don't meet the residency requirement, you should wait. You got "lucky" when coming back into Canada, because the officer let you into the country even if you didn't meet the requirement.
So now - you have to wait. If you attempt to sponsor your wife now, the government will look at your PR situation and it most likely will create troubles for your PR.
If you don't try to renew your PR now, you should be fine. Don't go anywhere, don't leave Canada. Stay in the country, establish yourself. in 2 years, you can renew your PR card, as the government will only look at the previous 5 years, and if you have 2 years in Canada. They will renew your PR card, and then you can safely apply to sponsor your wife.
It's hard being away for so long, but I don't think there is any other way around it.
You could see if your wife qualifies to emigrate here on her own. If not, you will have to wait.
Good luck,
Sweden

Sweden has provided you with excellent advice. You can't sponsor your wife now because you don't meet the residency requirement. You have two choices. Either your wife can apply to immigrate independently. Or, if you need to sponsor her, you must wait for two years (until you meet the residency requirement) before you can submit her application. If neither of these options work for you, I supposed a third option would be to abandon your PR status in Canada and return to India.
