How do I help my 18 year old brother get a visitors visa?

Hello people,

I have been a permanent resident in Canada since January 2015. I don't have any sponsored relative or friends in Canada. I tried to invite my brother to visit me in Canada in summer 2016 and he got rejected an online visa application based on funds available (must have been a mistake in my parents' bank statements) and evidence that he would leave Canada (he was in between high school graduation and university admission back then).
Now my brother is a first-year student at a university in Belarus which I intend to use as proof that he would go back to the country of origin. He is now 18 years of age so we don't need a letter of custody.
I will show proof that I can take care of his living expenses for 2 weeks and I will make sure our parents don't make any mistakes in their bank statements and have proof that they will take care of his airfare. Last year they made a mistake of showing business operations accounts as opposed to personal ones.
How else can I make a support case that he will return to Belarus after the visit? Please share any tips on how to make a good case for a visitors visa for him.

He needs to show he can afford the trip, not you, not your parents, he is the one.

He can prove this by showing a bank account with the needed funds, or any other means. Make sure the money is correctly backed up, that is being clear where it came from and why it was deposited.

Also keep in mind that he has to get enough documents to prove that he is committed to his college studies, this will be difficult to prove if he is a freshman. Make him ask around what he can get from his university to back up his return claims.
