How do I help my 18 year old brother get a visitors visa?

Hello people,

I have been a permanent resident in Canada since January 2015. I don't have any sponsored relative or friends in Canada. I tried to invite my brother to visit me in Canada in summer 2016 and he got rejected an online visa application based on funds available (must have been a mistake in my parents' bank statements) and evidence that he would leave Canada (he was in between high school graduation and university admission back then).
Now my brother is a first-year student at a university in Belarus which I intend to use as proof that he would go back to the country of origin. He is now 18 years of age so we don't need a letter of custody.
I will show proof that I can take care of his living expenses for 2 weeks and I will make sure our parents don't make any mistakes in their bank statements and have proof that they will take care of his airfare. Last year they made a mistake of showing business operations accounts as opposed to personal ones.
How else can I make a support case that he will return to Belarus after the visit? Please share any tips on how to make a good case for a visitors visa for him.

Make sure his tuition is paid for the next semester and show proof of this.

Is he working at all? Does he live with your parents or on his own?

No job its not part of the deal in their society. He still lives with the parents.
Thank you for the tip on the tuition fees, I will incorporate that into our application
