How do I get nominated for any Province? Steps?

Hi All,

I'm a newbie here and I'm interested in the EE part of it, my score does not reach 470 which makes me wonder on how to score more points.

MS Degree in US right now, I would be thankful if any of you can give me an idea of how to apply to get Nomination.
