I have been working in NOC 2173 for last 1 year with same employer however 6month from outside Canada and last 6 months in Canada with Work Permit and LMIA. However before last year for past 4-5 years my experience matches with 0213. What should I answer here in this question? What will be my primary NOC?

You are not eligible for CEC yet as you have only 6 months of experience in Canada. So, you primary NOC should be the one that makes you eligible for 3 years of work experience in FSW. It should be 0213.

You are applying as a FSW candidate. For that, I don't think your current NOC will be a problem. If you want to be applying for CEC after 6 months, then yes you have to use the NOC in your work permit.
