I wrote about RUSSIAN applicants exclusively not those from post Soviet countries.
So some Russian citizens get their applications reviewed in Moscow while others in Warsaw with no obvious reason for that. What does it have to do with capital or post Soviet Union?
And Poland as far as I know is responsible for following:
Armenia, Belarus, Estonia, Kazakhstan, Kyrgyz Republic, Latvia, Lithuania, Poland, Russia, Tajikistan , Uzbekistan
They shall do all PR from Russia, but it seems that they might be overloaded, so some do end up in Moscow, which normaly do just temporary visa for the following:
Armenia, Kazakhstan, Kyrgyz Republic, Russia, Tajikistan, Uzbekistan
So the obvious reason is workload redistribution for VO in the region.
I have also seen case of somebody that was put under Paris, because he or she did studies over there in the past. Yet that person does not reside in France now and neither in one of the countries that belongs under Paris VO.
