How "CAP REACHED" is calculated?

I would like to know that how the number of received applicant is counted? Are these number that has been announced as "Number of complete applications counted towards the 300 sub-cap" in CIC website announced after the attribution of the file number or after the Centralized Intake Office receive it?
If this counter shows the generated file numbers, so these numbers are for 2-3 months ago(average time to receive file numbers), and are not valid for now.

Could you please let me know more info about this counter.

Yes the number is complete applications so defenitely @ 2-3 months old.

nobody can certainly claim about that, though this will be fair to say that they count according to cc/dd encashed
