Pre-Assessed..
Your brother needs to be Permanent Resident living in canada

Before they allot points for relatives they also verify, if relative himself has ever been dependent on the govt. funds etc

the problem is that my brother is working out of Canada now. he may go to Canada later after 2-3 years. So is it goood claim points or it would be a waste? my points are 66 but after his 5 points it will be 71

Pointless, you have to prove the relative is residing in Canada to get the 5 points.

what kind of proof? apartment lease contract?
Lease, income tax, other bills, but you said that he didn't intend to reside for 2/3 years in Canada. So is he residing or not?
