How can I change Employer Specific work permit to open work permit?

I am currently on an employer-specific work permit. How can I change it to an open work permit or can I apply for a new open work permit.

How are you eligible for an open work permit? Are you on a LMIA-closed work permit? If so, you would need another LMIA and then apply for another closed work permit. Do you have an ITA or provincial nomination?

Yes I am on LMIA exemption employer specific work permit. And i dont have an ITA or provincial nomination.
I no longer want to work under current employer and want to change status to open work permit.
Do I have to apply for new open work permit or I can apply for change in conditions of current work permit.

You need to find another employer (LMIA or LMIA exemption) and then apply for a new permit. You can’t change the conditions of your current work permit.

Under such conditions can I apply for open work permit and pay fee for both new work permit and open work permit?

No, you do not qualify under this rule.

You are not a temporary resident permit holder. You are a temporary VISA holder. A TRP and a TRV are two completely different things.

This rule only applies to TRPs. TRPs are special permits that are difficult to get and are issued to people who are otherwise inadmissible to Canada, typically due to a crime.
