Are you in Canada and on what visa ?

For your spouse to qualify for a spousal OWP, you need to have a full time job that is NOC A, B or 0. Otherwise your spouse can try applying for a TRV to come to Canada as a visitor temporarily.

If you are from a non visa exempt country - then your first step is to obtain a TRV so that you can travel to Canada as a tourist. Note that it tends to be very difficult to find employers willing to go through the long and expensive process of hiring a foreign worker.
