I am not sure but I think so it is based on the availability of VO. I would also like to know true answer

This has some information https://www.canada.ca/en/immigration-refugees-citizenship/corporate/contact-ircc/offices.html but it's not definite. e.g. my CIO was Sydney but VO was Montreal and it doesn't say what Montreal does or processes
