I have been asked How an LMO which is Free ends up costing 10,000-15,000 from agents,Here How it goes,Anybody with Labour requirments apply to HRDC for a Labour Market opinion LMO,Which is free,If granted He is authorized to bring in Foriegn labour.Under Canadian Law,The employer is supposed to pay for the airfare,legal costs etc of bringing in the Foriegn workers.So Some employers illegally make the workers pay for these by charging 3,000-5,000 to cover the costs of bringing in the Foriegn Workers,This is where agents come in "buying" these LMO s and then selling them for 10,000 Dollars or higher.Only the truelly desperate would buy an LMO to come to Canada and these agents take advantage,In fact I know a Chinese agent buying LMO s at the rate of 50-100 a month,Can you imagine the profit they make.Most employment agencies charge 3,000 $ or less,Black Market LMO s cost about 5,000$ Anything else is the profit of the agent.

With regards to this subject....your quite right about the LMO costing this much, it just goes to show how desperate the situation is. I just hope this will not backfire to those people who are really qualified to work and immigrate to Canada....
The thing is the Canadian goverment has already set up measures to protect the foreign worker, unfortunately its the foreign worker's country who doesn't have sufficient mechanism to protect its people who are going to Canada and are just interested on the amount of remittance they will get from their citizens.

People who pay for assistance on immigration basically take the risk. It is hard to check from another country who is reputable and what is legal. How does a foreigner know the difference between paying a reputable employment agency 2-3,000 for assistance with CV and helping him find a job vs. buying a black market LMO for 10,000? For him, they look the same, only one more expensive and maybe more likely to guarantee success.

The homeland of the applicant usually doesn't have much to do with it although I did hear about a European country where the unemployment office was hooking unemployed people up with jobs in Canada, nothing illegal though. When a couple of people had a bad experience with one employer and complained to the unemployment agency back home, they didn't really care. All they cared about was getting the people off their unemployment records and once they are in Canada, it's not their problem anymore.
