Hotel quarantine exemption for fully vaccinated person

Hi everyone,

My wife has her COPR and I want her to come to Toronto towards the end of July. She is fully vaccinated (AstraZeneca) and good to go. However, the proof of vaccine i.e. the vaccine card she has received that shows both doses administered is in our native language and not in English. If I get that officially translated to English and get it notarized as well, do you think she can avoid the hotel quarantine? Now that Uncle Trudeau said that fully vaccinated Canadian citizens and PRs can avoid this 3 day scam, I was wondering if I would be able to as well. I cannot find info on this particular situation anywhere.
