Here is the situation as I've seen it: Tourism and hotels often take advantage of the large pool of people in Canada on temporary work visas. Take Whistler, for example, which is overrun (in the best way possible) by Aussies on a work-holiday visas. They work a season, travel a bit, work another season, go back. The internationals in higher, more permanent positions have PR status.
I do not know of any hotel that would be 'recruiting internationally' per se.
