I've been posting questions on many forums in multiple sites, been feeling lost and confused these past few days because it didn't seem like anyone could answer me..

Now i came accross this site by pure hasard, and finally i got not only the answer i wanted and on top of that, the person gave me enough evidences(under documentation form) that the answer he was giving me was not only based on his judgement but also, fonded and solid.

I thank all those who tried to help me,and i appreciate the time taken to do so.

I just hope it can help people like me,who have to carry such burden as to await for their spouses from a far distance, here is the link & all the best to you all!

Except the "expert" gave you bad advice. The Parents and In-Laws are not emigrating, so they are not required to get police certificates. The only persons requiring police certificates is the principal applicant and any dependents over 18.

The letter states they want a new police record for your wife. "Each family member" means each member that is immigrating.

The guy you got advice from is totally incorrect. The family members CIC cares about are the ones the Principal Applicant listed on IMM 0008 - which is usually only dependent children and sometimes a commonlaw partner or spouse. NOT, I repeat, NOT parents or siblings, etc, listed in IMM 5406 (Additional Family Members).

The 'expert' at that other site is wrong. Even the links he gave you do not say what he thinks they do - the one link, with 'family members' highlighted, is clearly only referring to the family members included in the application - that is, in your case, your wife.
CIC has two meanings of 'family members' - the meaning on almost all forms is 'the spouse/common-law/conjugal partner of the sponsor, and any dependent children'. On the "Additional Family Information" form, CIC does include parents and siblings.
The letter you got from the visa office in Singapore is asking for your wife's police clearance; they are not asking for police clearances from her parents.

I want to thank all you guys!
Indeed you guys were right!
Visa-Office sent me an email telling me they only needed her police certificate because her old ones were expired, they also asked me to pay the RPRF to the CPCM
(Right for Permanent Residence Fee to the Case Processing Centre in Mississauga).

I decided to pay online because it saves us the 2 weeks we'd normally have to wait after demanding the receipt online and having them send it by mail for us to go pay at financial institution,+ when paying online you dont need to fill and send that receipt to them*unless the credit card isn't yours*.

Yes i am writing this for those who'll later get the requirememnt to go pay it,it'll save you the 15 minutes i had to go through Imm-Canada website
and check what i was to do in order to pay it.

Someone in here once told me-->(By helping others, you are helping yourself indirectly)so i decided to give my 2 cents, hopefully i will be able to help back! Have a great weekend!
