Hi, guys:

I am now on a one-year work visa (extendable) in ON, my wife is on visitor visa and my baby is Canadian. Can I apply for Canadian PR from some program? Is it I got very little chance to get it? FYI, I have a PhD and is a Postdoc in the university.

Thanks and look forward to any help.

there are various programs, you can read all about them here. There's also an online tool to determine your eligibility -

I was the same case as you.
I have had one year work permit as a postdoc like you. And I extended it every year.
And now, I have applied permanent residence as a Canadian Experience Class and waiting for next step (hopefully medical request).

With a new rule,
You can apply CEC AFTER you have 1 year full time experience when your job (major) is on the list of NOC 0, A, B code.

Job list of NOC 0, A, B can be found in following URL.
http://www5.hrsdc.gc.ca/noc/english/noc/2011/pdf/Matrix.pdf
http://www5.hrsdc.gc.ca/NOC/English/NOC/2011/Welcome.aspx

NOC 0 is management occupation,
For all non-management occupations the second digit of the numerical code corresponds to skill level.
The second digit numbers are 0 or 1 for Skilled level A and 2 or 3 for level B.

Thank you so much for the detailed explanations! Wish you succeed in getting the PR first!

Quite confused about the NOC website, does that mean I need to correspond to their classification and then is eligible to apply for PR. For my case, my major is mathematics and now is working on cryptography and communication. Do I satisfy the requirements?

Thanks again!

I think (just in my opinion because I am not an expert and do not know what your exact work is)...
you can be a mathematician if your duty is same (similar) with job description on the website.

"Mathematicians conduct research to extend mathematical knowledge in traditional areas of mathematics such as algebra, geometry, probability and logic and apply mathematical techniques to the solution of problems in scientific fields such as physical science, engineering, computer science or other fields such as operations research, business or management."

After long time searching for PR process under CEC,
I felt that most important thing is reference letter (description of duties and responsibilities for your job, etc), if you already satisfied other requirement.
It should be described as detail as possible, and it should include all the information they want, and it should meet all the requirement they presented.

For the job description part,
If your supervisor can prepare reference letter, which can explain you are a mathematician described on the website,
you can apply your PR under this class.

Here is the part of the requirement of reference letter.

Letters must include all of the following information:

- The specific period of your employment with the company,
- The positions you have held during the period of employment and the time spent in each position,
- Your main responsibilities and duties in each position,
- Your total annual salary plus benefits,
- The number of hours worked per week.

Your NOC would likely be 2161 -
http://www5.hrsdc.gc.ca/noc/english/noc/2011/ViewAllTitlesKeyword.aspx?val=2&val1=2161&val11=cryptograph&val12=0&val13=0&val14=&val15=0&val16=0

This is classified as Skill Level A, so yes, it is skilled work and therefore the experience would apply under the CEC program.

If the program rules change as anticipated in January 2013, you will need 1 year of full-time employment to qualify under the CEC program.

You haven't said whether you earned your PhD in Canada or not... in any case, you may qualify as well under your provinces Provincial Nominee Program...
