I am completing my pr form. But in my home country my bachelor program was 4 years but I completed 3 years didnt finish my program then came to Canada. In IMM 0008 part it asks highest level of education should I select bachelor?

No. It should only show what you have completed. According to the guide, I think you can pick post-secondary - no degree.

Post-Secondary – No Degree: Post-secondary studies at a college or university but no degree earned.

I have also another question. My id documents is in both English and Turkish. Also my passport is in both English and Turkish. I spoke with some of people they said you still need notary to confirm these documents. Do I need to verify these documents?
