high school graduate who is a welder..is he eligible to apply as a worker in canada?

hello there! i have a question ,can someone please help me?i have a cousin in the philippines who is not a college graduate but have lots of years of experienced as a welder.can he apply as a welder in canada?he graduated secondary school and has lots of experienced as a welder int the middle east..having no college background,can he apply as a welder here?i have an employer for him pls let me know.thank you so much!

The employer would need to go through the LMIA process paying the 1000 dollar fee, advertising the job to show no Canadian or PR was available so a pretty involved process for an employer.
