First of all, have a good week...
then..
my friends wants to apply for a public college without a high school diploma...
is it really possible ?
does any1 knows if there is some courses that dont need his high school dimploma ?
i mean, whether Canada government is so serious about his dimploma if he pays x3 times more than their citizen ?

Most Colleges require 12th Grade/ High School Diploma for admission.

Its true not only in Canada, but almost all countries in the world.

Regarding 3x Fees Question:

There is a reason why "International Students" pay 3x the fees.

The reason is that parents of Canadian Students pay taxes to Canadian Government.

The Public Colleges are funded by taxpayers money i.e. Canadian Citizens (including parents of Canadian Students).

International Students pay 3x because there parents didn't paid any taxes to Canadian Govt.

This is a standard practice all over the world. Every country charge double or Triple the college fees from foreigners. This is not something "Canada Specific".
