Hello guys am so much confused about the new law of Quebec, does it mean that one has to be fluency in French or pass the French test to migrate there, did these bill affect the spousal sponsorship like PEOPLE who can't speak French

You might get some more helpful responses if you expand on what you're talking about. What bill exactly are you referring to? All I can say for now is use whatever advice is listed on the websites for both CIC and Immigration Quebec - both of which currently don't mention anything about needing to take a test to show proficiency in French.
