Here is one of the ways you can immigrate to Canada:

You can follow this link in order to immigrate to Canada as a skilled worker, but it will take time and it may mean that you have to go back to your home country and apply from there

You don't qualify as a refuge because you would be coming from the US (google "safe third country agreement").

You can certainly try applying for a visitors visa. However I think it's very possible you will be rejected since you are applying from the US and you won't be able to demonstrate strong ties to the country that will prove that you will return once your visit is over.

If you want to visit Canada, one of the ways is that, you can get your US permenant residency first. According to www.cic.gc.ca, persons lawfully admitted to the United States for permanent residence who are in possession of their alien registration card (Green card) or can provide other evidence of permanent residence do not need a visitor visa to visit Canada.

I think your options for coming to Canada are very limited and this is why people aren't responding.

Refugee is out due to the safe third country agreement.

Student visa and visit visa (both temporary statuses) will be difficult to obtain because you must prove strong ties to your home country and prove that you are planning to return once the visa has ended. I think you will struggle to demonstrate either right now given you're in the US with temporary status. However there's certainly nothing stopping you from trying to apply for a visit visa right now. Student visas require that you have already applied to and been accepted by a school in Canada - and they require that you have sufficient money to both pay the foreign student tuition fees (which are substantially higher than the fees for Canadians) and also have enough money (another $10K) to support yourself for a year while you are in school. You don't have enough time to apply for a student visa and have also missed the application window for the college/university January intake.

You've already indicated that you don't have the money to qualify for any of the investor programs. (Even if you did, the application process is long and you would have to apply from Vietnam rather than the US due to your status in the US).

Many people also migrate as skilled workers. Once again, this is a fairly long process (lasting from many months to a few years) and you would have to apply from Vietnam. Also, only certain jobs are accepted and in many cases you must have sufficient points to be given PR. Finally, you must demonstrate that you have sufficient money to establish yourself in Canada.

The last option I can think of would involve finding an employer in Canada who is willing to hire you. This again is not a short process (although it's much faster than many of the above). First you must find an employer. The employer must then post your job on Canadian job boards for a certain period of time (one or two months?) to prove that a Canadian cannot be hired to fill that role. Assuming no Canadians are found, the employer must then submit an application to the Canadian government to request they be allowed to hire you (sometimes there are denied).

Hope this helps.

There's an error in the info I provided above (sorry about that).

An employer must advertise the role for two week (not 1-2 months) to see if any suitable Canadian candidates can be found.

Unfortunately there's no easy way to find an employer.

You would have to look for jobs in the same way anyone else would look for a job (e.g. on sites such as workopolis or monster, or directly through company web sites). Once you find a suitable job, you would have to apply for it just like you would normally. However when you apply, you should mention in your cover letter that you will need a work permit/LMO to work in Canada - and hope the employer is still willing to consider you as a candidate.

Unfortunately employers often aren't willing to consider foreign candidates because it takes a fair amount of work (paperwork) and time to hire them - and they don't believe it's worth the trouble.
