yes u can get your PCC from india, without u being physically there.
i got my PCC from mumbai- india, by my cousin, when i had applied for work permit in new zealand.
u have to give all the required documents to someone who can act on your behalf.
it takes exactly 20 days to get PCC in india.
among the documents the main should be your reason for being in the US

1)When u were in NewZeland ,was there any complications involved in getting police clearance from India.
2)Did u get it from the local police station or from the passport office?
3)Did u hand over the passport to your cousin?

no, there was no problem in getting my PCC when i was in new zealand in june 2008. u can easily get it. someone from your behalf can do it and send it to u by courier. i got it from the local police station and from the G branch of mumbai police.
from which city in india do u need a PCC ? download the forms from the web-site and tell some one to attach all the necessary documents, including a strong and valid reason as to why are u yourself not physically present to collect the PCC.
in fact my cousin just told the concerned policeman that i was not in india and was working in new zealand, and i got my PCC without any hassles.
it could help if the one who applied on your behalf has a good relationship with the police officer.
as for the passport, the police department do not need your passport, they just need your passport photocopy of first and last page, which i hope that u would have one in india, or u can easily scan it and send it. never send the passport.
as per the law one cannot courier the passport in and out of india.

Was just looking at your topic and thought to share the info i have. I applied for old application when i was in UK (LONDON) year 2005, which is rejected now and applied for a fresh one in 2009.

For Indian PCC, i went to indian consulate in LONDON and they charged the required amount for PCC and asked me to come in couple of weeks time to collect; upon collection my passport was stamped for PCC letter. So, there is always a possibility for you to go to local Indian Consulate in the country of your residence and ask for PCC. They will provide a certificate to you.

May be you might call the consulate and ask them for PCC details etc. Find the link:
