My brother in law had applied TRV ( Visitor visa online )
he got refusal mail in just 4 days

Refusal letter issued from "CPC Ottawa"

reasons -

will not leave canada at end of stay ( para 179b ) based on purpose of visit
---- invitation letter was attached

based on travel history
---- fresh passport, never travelled before

based on personal assets and financial status
----- bank statements and FDs attached


invitation letter was attached from cousin in Surrey BC
working in Mumbai INDIA since 5 years
savings around CAD 10.000
Salary Slips
Company leave approval letter for 2 weeks visit

we have ordered GCMS notes & planning to apply Paper application in Mumbai VAC after reviewing notes.

For the first point invitation letter is not enough, they care a lot about if he has strong ties to go back to his home country. Job is a start, what about property, land, wife or dependent children, aged parents that depend on his support. Basically are his ties back home that would ensure he returns or could they overstay if they wish. Meaning nothing really keeping them back home.

For the second point they are trying to see if he has ever travelled to other visa required countries and shown to follow the rules. So places like USA, Australia, UK etc....If he had travel history to these places and always returned home as per visa rules then that can be a good sign he will do the same in Canada and is a genuine visitor.

What was the purpose of visit? To visit family? How long was the stay requested? Why Canada for the first time ever leaving the country?

IMO, it's not a good idea to order GCMS notes for some refusals. It just adds to the work of visa staff. GCMS notes won't reveal anything exceptional in this case. Unfortunately, it's quite evident why your brother-in-law was refused.

1. What was the purpose of his visit?
2. His employment is not a strong tie + it does not pay well (or else his expenses are too high).
3. What is the split for the CAD 10,000 between the bank balance + FDs?
4. Did he borrow money from anyone shortly before he applied?
5. He has not traveled to any other country + he does not have any dependent family members + no property/land ownership, etc

Reason was for family wedding ceremony
stay requested 2 weeks with company's leave approval letter
 
1. Visiting Cousin wedding
2. expenses were normal about ( 10,000 CAD in bank's saving account & 15,000 CAD in FD's )
3. FD was almost 2 years old and savings were 6 months old & No huge deposits within last 6 months
4. Never traveled to any country
1. Does he intend to reapply? If yes, when + what would be the purpose of his visit?

2. Do post the list of documents he had submitted

3. Does he intend to visit any other visa-required country before he reapplies?

4. Any must-return-by-a-specific-date commitments?
