Hey Experts Guidance Needed Admission In Canadian Uni

I am not new in this fORUM... i got admission in Concordia...in Meng and Because of absence of Bank statement i could not apply for visa. Now i want to take admission again in Canadian University... Please Tell me which Uni is at very Low Cost. i want to pay 1st years fee.... So as low cost it will be... it will be good... and guide me which session i should apply for January 2014 or June 2014? and should i start working on Bank Statement ?? What you think i should hire a Consultant...and in Lahore if you know any good Consultant please share......Please Guide... My profile is

BS IT = 3.24 (76%)Punjab University 2011
IELTS = 7.0 (INSHALLAH)
Program will be Masters...
Please tell me visa ratio too ??

these universities, ist of all they all are recognized , well reputed and tuition fees is v less. i will start from the cheapest

memorial university new foundland (whole program $7,000 approx)
uni of saskatchewan , per year $6,000 (approx)
uni of regina , per year $6000 (approx)
uni of victoria , per year $6,000 (approx)
uni of alberta , per year $8,000 (approx)
uni of manitoba , per year $8,000 (approx)
