helping my sister find work in Canada

I'm now living with my Canadian Husband in Canada, we are trying to find employment for my sister in Canada. We are hoping to help her find work and we ofcourse will take care of her housing and travel etc... My question is if she can secure a job for un skilled labour, is she able to bring her 4 year old daughter with her, or would my niece have to stay in the philippines with her husband? any advice would be appreciated
