Helping a refugee apply for a work permit, I need some guidance please [ urgent]

Hello,

I am helping a refugee in applying for his work permit but I am kind of confused about the whole process.

1) Can he apply online? I went to CIC website and he created an account but it doesn't give us the options to apply ( the questionnaire seems for people who want to work or immigrate to Canada so we didn't know what options to pick) I assumed we must submit ImM5710E and IMM5556E

2) In IMM5710, Question 3, Should he pick an initial work permit or a work permit with a new employer box? or its another option that he should be using?

I knw its kinda confusion.
It is working temporary. Under Work permit Extension. That's what you should select.
