Subject to normal qualifications for those benefits, yes. For example, to be eligible for OAS you have to live in Canada for 20 years (http://www.servicecanada.gc.ca/eng/isp/oas/oasoverview.shtml). CPP is based upon a formula as well that takes into account your contributions to the system.
