If my husband is banned from obtaining a European (Schengen) visa for three years, can he still apply for a work permit visa to Canada?

He can but he must say in the application he has a 3 year ban and the reasons. Will he be approved, maybe.

That is misrepresentation (and yes they will know) and can get you banned for 5 years.
