HELP! Work permit refused due to "No Medical exam" even though I did.

What exactly is the proper way in processing a medical examination?

I'm from the Philippines applying as a beekeeper and I just recently received my passport and documents from the Canadian embassy and they refused my work permit and reason stated that I did not undergo medical examination.
(This is kind of lengthy so please be patient :) )


I decided to do an upfront medical exam so that I only have to send all my application once.
So I went to the panel physician that is listed in the CIC website, had my med and physical exam, paid the amount and they told me they will just send the result to CIC, so fine.
They gave me a copy of their "proof" with my info and the exams that I undergone.
So all my documents are completed including the application forms, clearances and the fee.
I went to the VFS ( visa application center) where I passed all my documents, the staff/officer checked all my files, no problem, told me to wait 60 days. Fine. This was last Jan 18, 2016.

January 22, 2016 I got a call from the clinic asking me to undergo a creatinine exam because they said my creatinine level was high(I exercise too much that's probably why) and it doesnt have to be in their clinic, any clinic or hospital will do, so, fine, I took a creatinine exam at a hospital near my house, good thing the result was normal.
They said to scan the result and email it to their clinic email address, and I complied.
I did not get a response by the way.

January 25, 2016 I got an automated email from the CIC itself with a pdf file (IMM1017) for the medical examination.
This was when I started to worry.
The pdf file had my name on it and it looked like it needed to be printed and be included in the documents that I already sent to the CIC.
But I already had an upfront medical exam?

60+ days later, CIC returned my documents including the ''proof/form" from the panel physician and it is refused.
Reason: No medical exam.
The medical proof is right there! With my name, the name of the certified clinic and panel physician.
I don't know what I did wrong? :'( or maybe the clinic failed to email the CIC about my results!?

Any advise please? :'(

Sorry but what is beekeeper? The panel physician will surely forward your medical results to CIC portal. Abd even if they fail to do you have the proof of upfront medical form which u said u included in your application, am i right? What i am thinking now is that maybe CIC wants special test according to what you are applying, and that medical test that you have done is a general screening test. You could have gone back to the panel physician and ask wether is there any additional test needed?
