HELP with W-1 ISSUES

Hi Thank you in advance for your answers, my father applied in one of the agency here in the Philippines (he's a skilled worker) and he got his W1 issued January 12, 2013 and will expire in January 14, 2015. He got everything he needed he even have LMO but the problem is the agency told them that they can't fly to canada because there's no signal from the company yet. My father already withdraw his passport from the agency and they don't care anymore so we are wondering if he can still use his visa to apply to another company or is his visa is only exclusive for the company that process it?

The work permit he received only allows him to work for that one company (it's exclusive). If he wants to work for a different company then he needs a new approved LMO and then a new work permit.

hi thank you for the reply, so if for example he went to canada with the visa that he have now the immigration officers will not let him go through because his visa is just exclusive for the use for that certain company? he have the multiple entry but never use the visa because of what the agency said so he never try to enter canada although he can stay at my aunt's house while looking for new work in other company
