Help with GCMS notes

We just received our GCMS notes and according to our representative the reason our application is not complete yet is because the security and criminality sections still say "in process". Our representative then said this definitely means our case was sent to some sort of third party to do a deep investigation into our case, which would cause another 6 month to 1 year delay. This doesn't sound right to me, because I don't see any such thing in the notes. All it says is in process.

Is any of what my representative said true?

No, it's not true. Third parties are involved anyways as a normal part of the background check. It's the longest part of the application but it's not alarming that it says in process.
